By breaking down silos and fostering collaboration, we strengthen communities, protect waterways, and build long‑term resilience across the Delaware Estuary region.
PDE serves as the administrative host for several major coalitions, supporting partners by providing coordination, facilitation, project management, and shared communications that maximize impact.

Urban Waters Federal Partnership
Delaware River Location
We facilitate the Delaware River Watershed location of Urban Waters Federal Partnership, working with federal agencies and partners to reconnect urban, overburdened, or economically distressed communities to their waterways.
Resilient and Sustainable Communities League
We host and facilitate RASCL, a collaborative, statewide network of agencies, nonprofits, and academic institutions dedicated to building a more resilient and sustainable Delaware.
Schuylkill Action Network
We coordinate and facilitate the Schuylkill Action Network, a collaborative of over 1,000 partners from more than 300 organizations working to protect the Schuylkill River and its tributaries, a drinking water source for nearly 2 million people.
Delaware River Improvement Partnership
We managing and facilitate the DRIP, a coalition in the Lehigh Valley and Lower Delaware River Watershed upstream of Philadelphia’s Baxter Drinking Water Treatment Plant, which provides about 60% of the Philadelphia’s drinking water.
