Regional Perspective on Natural Resource Damage Assessment (NRDA) in

the Delaware Estuary

A ONE-DAY WORKSHOP (By Invitation Only Due to Space)

December 9th, 2010 (9am-4pm)

REGISTER By November 5th

John Heinz National Wildlife Refuge

8601 Lindbergh Boulevard
Philadelphia, PA 19153

DIRECTIONS TO MEETING

Goals of Workshop:

  • Share with stakeholders, including NGOs, the interested public, public officials, academics and industry, the latest information on regional restoration approaches, the new Delaware Estuary Project Registry, and natural resource trustee activities for restoring injuries from hazardous waste sites and oil spills. Trustees have achieved hundreds of acres of restoration in Delaware alone. Therefore, settlements of natural resource damage claims are an engine for restoration in the estuary.

  • Get feedback from participants about priorities for types of restoration needed, locations, approaches, and opportunities to leverage efforts with other watershed efforts.

  • Brainstorm on ways to bring more resources, better tools, and more public interest to bear to achieve restoration sooner.

AGENDA:

9:00 am: Overview of Workshop: Tom Brosnan, NOAA

9:30- 10:45am: Session 1: Regional Restoration Planning in the Delaware Estuary - a synopsis of the

Delaware Estuary Regional Restoration Initiative highlighting components such as the project registry

that might be of greatest utility for NRDA or other restoration activities in the region.

9:30- Regional Restoration in the Delaware Estuary: Danielle Kreeger (Partnership for the Delaware Estuary)

10:10- The Alliance for Comprehensive Ecosystem Solutions: Jennifer Adkins (Partnership for the Delaware Estuary)

10:40-12:00pm: Session 2: NRDA in the U.S. and Case Studies from the Delaware Estuary - presentations

by NRDA Representatives designed to educate the audience about the NRDA process using some

regional examples.

10:40- Overview of NRDA: Tom Brosnan (NOAA)

11:00- Overview of NRD cases in the DE Estuary - oil spill and waste sites: Simeon Hahn (NOAA)

11:20- Environmental Response Management Application, a tool used in many applications, including spill response, NRDA, and restoration planning: George Graettinger (NOAA)

11:40- Restoration Project Selection: Review of criteria used to select projects and how to sharpen projects for consideration: Delaware Department of Natural Resources and Environmental Control

12:00-1:00pm: Lunch (provided)

1:00-1:50 pm: Session 2 Continued:

1:00- Nexus of restoration to injured resources and lost uses: Sherry Krest (US

Fish and Wildlife)

1:30- Opportunities to leverage NRDA efforts: Bethany Bearmore (NOAA)

1:50-3:30pm: Session 3: Participant Discussion and Challenge Questions- how to link NRDA actions to

Regional Restoration and other activities and opportunities for leveraging.

Challenge Questions:

  • Brainstorm how to accelerate Regional Restoration:
  • Types of restoration needed, locations, approaches, and opportunities to leverage efforts with other watershed efforts.
    • How to better leverage NRDA efforts with other efforts, including remediation, assessment and restoration, to maximize the impact? (Ex. Baseline information; interaction with scientific advisors/experts, injury and restoration scaling approaches, integrating restoration with cleanup activities, etc.)
  • Brainstorm on ways to bring more resources, better tools, and more public interest to bear to leverage the amount, quality and timeliness of cleanup and restoration.

  • What are the limitations for NRDA projects?

  • Can we develop a sustainable trust for broader restoration needs?

  • How can the public have more contact during the initial NRDA stages and through the entire process?

  • Questions that the audience would like to focus on.

3:30-4:00pm: Workshop Wrap-up and Next Steps

  • Future Follow-Up Opportunities- Delaware Estuary Science Conference and Environmental Summit- Jan. 30 th- Feb. 2 nd, 2011
