Technical Assistance, Certification & Recognition

Every year the Schuylkill Action Network holds the Source Water Protection Awards, a ceremony celebrating National Drinking Water Week and environmental education.

Golf Course Certification Program (Philadelphia Water Department)
Through this annual workshop, participating golf course managers within the Schuylkill River Watershed are introduced to the Audubon Cooperative Sanctuary Program for golf courses. This voluntary education and certification program created by

The following suite of programs is being implemented with Schuylkill Watershed Initiative Grant (SWIG) funds from the Partnership for the Delaware Estuary to gauge the effectiveness that certifications, awards and training programs have in changing land-management practices among the largest landowners in the watershed (schools, farms, businesses, and golf courses). Farm Certification Program (Penn State University)
The PEACCE (Pennsylvania Environmental Agricultural Conservation Certification of Excellence) program educates livestock producers about potential sources of water pollution. It does this by identifying areas on farms that are having, or could have, negative environmental impacts. The result is a laundry list of sensible solutions to these challenges, including fencing, riparian buffers, manure management programs, and sound fertilizer and pesticide use for crops. Through the SWIG, additional incentives will be offered for participating farmers in the Schuylkill Watershed who institute recommendations on their land.

Status: After the PEACCE program lost its funding to provide the on-farm assessments that are the backbone of the program, SWIG funds were redirected to the assessment process. As of January 2007, five on-farm assessments had been completed for livestock operations in the watershed. Additional outreach is also underway to identify other farm operations interested in certification and in need of assessment.

Audubon International provides education, conservation assistance, and positive recognition to golf course managers for improving their environmental management and conservation efforts. This program provides the tools that are necessary to reduce nutrient loadings by: encouraging environmentally sensitive turf management, establishing stream bank vegetation and no-mow zones, and avoiding toxic pesticides and herbicides. Meanwhile, it also promotes biodiversity through increased habitat.

Status: Workshops are being held annually. Six Schuylkill Watershed golf courses participated in the March 2006 workshop and plans are underway for another in fall 2007.

School Certification
This program will help school districts, colleges, and universities assess their properties; identify areas in need of habitat restoration; implement stormwater best management practices; and integrate educational activities and monitoring into their stormwater management projects by: creating and distributing a materials package and survey, conducting campus-based site tours to identify opportunities, developing conceptual designs based on the opportunities found, and providing incentives and assistance for implementing elements of those designs.

Status: A materials package containing a tear-out survey has been created with input from the SAN Education and Outreach Team. Plans are being made to distribute this package to schools in the spring of 2007.

SAN Source Water Protection Award
In addition to the SWIG activities described above, the Schuylkill Action Network presents Source Water Protection Awards to recognize schools, teachers, and classes that are working to protect sources of drinking water through educational programs and land-management practices. Applications and nominations are collected each winter, and an award ceremony is held to commemorate National Drinking Water Week during the first week in May.
